Elastomeric and waterproofing coatings in St. Lucie County

Elastomeric coatings are thick, flexible films that bridge hairline cracks and shed water. On St. Lucie County's stucco and block buildings they often replace a plain repaint where wind-driven rain has been getting through.

A building wrapped in white protective sheeting over scaffolding.

The coating only works over a sound wall. Cracks, failed sealant around windows and hollow stucco are repaired first. The county's list of work that needs no permit names stucco only for block one- and two-family homes, so commercial stucco repair is checked with the office that has jurisdiction.

For condominiums, waterproofing and exterior painting are both items the structural integrity reserve study must list. Where a milestone report finds serious structural deterioration in the unincorporated county, the county code requires repairs to be scheduled or started within 180 days after the county receives the phase two report.

Timing matters. These products need dry walls and set cure times, so most are applied outside the wettest months, which in Fort Pierce average late May to late October.

Order of work

  1. Walk the walls, test moisture and map cracks and sealant.
  2. Send structural cracks to an engineer before scoping.
  3. Write the scope, including sealant and stucco repair.
  4. Wash with water capture and repair stucco and cracks.
  5. Prime, then apply the elastomeric at the specified thickness.
  6. Check every coated wall with the owner and fix what the walk turns up.

What usually goes wrong

Where this job goes wrong in St. Lucie County

Coating over a wet wall

Elastomerics trap moisture already in a wall and blister. Romco checks wall moisture before coating and waits rather than coat a wet surface.

Cracks that move

Some cracks are structural and keep moving. Those go to an engineer before any coating is chosen.

Sealant left out of scope

Water often enters at window and joint sealant, not through the wall. Sealant replacement is written into the same scope.

Outside scope

Structural engineering, concrete restoration, roofing membranes and below-grade waterproofing are separate licensed scopes. Romco coordinates them and keeps the coating work to walls above grade.

Questions

About elastomeric and waterproofing coatings

Is elastomeric better than ordinary exterior paint?

Not always. It suits walls with hairline cracking and water entry. On a sound wall a standard exterior system may be the better fit. The walk decides.

Does commercial stucco repair need a permit?

The county's no-permit list mentions stucco only for block one- and two-family homes. For a commercial building we confirm with the office that has jurisdiction.

What will painting my St. Lucie building cost?

We do not give a figure until we have walked the building, because the number turns on things a phone call cannot show: how much stucco needs repair, how the walls are reached, whether a Port St. Lucie color review or a Fort Pierce certificate comes first, and how the wash water is captured. After the walk you get a written quote, broken out by surface and by step, so you can compare it line by line.

Is there a job size Romco will not quote?

No. We quote one repainted tenant suite in a plaza on US 1 and we quote the full exterior of an oceanfront condominium on Hutchinson Island. Small jobs get the same written scope as large ones.

Is Romco licensed?

Yes. Romco Builders is a licensed Florida general contractor. It was founded in 2015, is based in Fort Lauderdale, and runs St. Lucie County painting jobs under that license.

How Romco runs it

The order of work

  1. Walk the building, check the jurisdiction

We confirm whether the address falls under the county, Port St. Lucie, Fort Pierce or St. Lucie Village, and note any historic designation.

  2. Write the scope

Surfaces, repairs, coatings, access equipment and working hours go into one written scope, so the quote compares line by line.

  3. Clear color approvals

Where Port St. Lucie's chart or a Fort Pierce certificate applies, the color is approved before any paint is ordered.

  4. Prepare and contain

Cleaning, repairs and masking come first, with wash water captured instead of sent to a storm inlet.

  5. Apply the coatings

Coats go on to the maker's written instructions for temperature, humidity and recoat time, not to a calendar.

  6. Walk it and close out

We walk the finished surfaces with you, write a punch list, finish it and hand over the color and product records.
